Consider the UK. London has everything you could want... history, architechture, clubs, theatre.....
Scotland is beautiful, as is Wales. Wtih 3-4 weeks you could do a lot. 1 week in London with day trips to Windsor, Stratford upon Avon and Bath. Train to York- 2 nights then train to Edinburgh- 3 to 4 nights. Train to Aviemore-3 nights. Train to Inverness-1 week- with day trips to Orkney, Skye and other Highland areas. Train to Sterling 1 night. Train to London- 3-4 more nights and home! WOW! You could work in 3-5 nights in Cardiff or the Snowdonia area of Wales with only a little "tweaking".

Hey who can tell, I have gone to Paris in August at least three times where it was HOT, so, this past year I go,take a friend and tell her to " pack sundresses and skirts its so hot" and guess what.
We were cold, we didn't have enough long pants, and we only had three long sleeved shirts between us,.LOL It rained, it thundered , and I think it was generally overcast and coolish all 9 days we were there, I was so surprised.

I will say that while I have only been to Rome once, and that was years ago,it was HOT and sticky.

I would choose London for 4 or 5 days, take the Eurostar to Paris ,spend at least 6 or 7 days there( with a daytrip or two say, Versailles and Chartes) and then either go west to Normandy coast( won't be too bad by water even if it is nice weather),or completely opposite direction and go east and check out Germany or Austria or Switzerland.

This assumes you are trying to avoid heat.
I personally am not interested in North Europe, but it would be cooler.
