I have filled out everything for the DS-5520 and collected the documents, but I can't put it all in the envelope they gave me. Can I just transpose the information onto a bigger envelope?

When you say "transpose" do you mean the address?
Just put everything you need to send in a larger envelope and send it to the address they put on the envelope. They don't care how it gets there. They care about what you send.
