I will be going to France soon, and need to know if my handicap plaque from CA. has any validity in Europe? If not, can you inform me on getting one to use there?
Steve, this still doesn't answer the question since it only refers to other EU countries, not visitors from outside the EU.

Interesting--I posted about this last month just prior to going to Ireland with my folks (my father has a Texas issued placard post-stroke). Steve is correct that our placards should be honored in EU countries. However, the locals on the ground may not be aware of this so it is always a good idea to contact the ministry of transportation for any countries you will be visiting to get confirmation. I would also ask that they provide it in the local language in the event that a traffic officer is not fluent in reading English. You can then display the reciprocality agreement along with your placard as an extra precaution.
