Food Allergies-Paris apartaments

My wife and I are in our mid-sixties. I am suprising her with a trip to Paris, for a week , next April, May or June.
She has food allergies-dairy and garlic. In the U.S., most non-chain restaurants make adjustments and do a grilled chicken, scallops, scrod ,tenderloin, etc. She has a French allergy alert card. How difficult will this be in Paris? Here, we buy Lactaid milk and ice cream. We also find bread w/o milk or butter in Whole Foods and other places. The Lactaid pills do not work for her.

Also, in revewing Paris apartments, there is mention of "continuous hot water". Does this mean some apartments have hot water on a timed shut of cycle?

Any experiences would be helpful.

I have developed lactose intolerance, so use Lactaid milk here at home. There is something different about milk in Europe. I had no problem with milk in Paris earlier this year, and did not use lactaid tablets. I drank about a cup of milk a day. There are health food stores in Paris. Check there for foods. Fresh fruits and vegetables are readily available in Paris. I think the bakery breads in France are (mostly) made without milk. Garlic can be tricky; she probably needs to avoid sauces and soups. Brush up on French names for foods so you can ask specifically for what you want. The allergy card should help. Renting an apartment will give you more control. Continuous hot water probably means there is a water-heating unit in the apartment. I've not run out of hot water anywhere in Paris in the last 10 years.

I can't speak to the allergy issue, but the apartment we rented in Paris had hot water whenever we needed it.
