Is it easier to get ferry to Belfast or Dublin from Llangollen or Liverpool? Which takes less time to get to ferry port?

I don't think you mean Llangollen, that is an inland town, no ferries.
Ferries to Dublin go from Holyhead, ferries to Belfast go from Liverpool, this is generally a longer journey.
Which ferry port takes less time to get to depends on where you are coming from, and by what method of transport.

I've done the ferry from Dublin to Holyhead. That was pretty easy. The ship is huge and can hold a lot of cars and passengers. I'd guess the trip to Dublin is a little shorter time at sea. I think there would be more traffic to Dublin, thus the need to que up earlier - but that's just a guess. I'd decide based on where you really want to get to.
