Money from an ATM will always be a better exchange rate than visiting a currency exchange or bank.

As the others have noted, your best exchange rates are from the ATM. Having said that, check with your own bank as to their fees for usings ATM's in Europe. If rather high, there are some checking account options often referred to here. Or you could ask to raise the maximum daily withdrawl limit to avoid taking out small sums often (with a fee each time). But even with standard fees (1-4%), it is still cheaper than any other option (which usually start at 5% and go up).
Just so we're clear. You won't actually "change" money at an ATM. Use the machine like you would at home, it will give you Euros, which will then be charged against your bank account as dollars (at the best rate available). Even when you factor in your bank's fees (the ATM in Europe doesn't charge a fee), you're still better off than changing money either through your bank, a European bank, or a currency exchange. To get an even better deal, find out what you're bank charges. If it's at the high end, 3 percent plus a flat fee for every transaction, look for another bank or credit union that charges reasonable fees (many charge one percent without the additional flat fee, a few are free). Always let your bank know you are traveling so they don't think your ATM withdrawal is a fraudulent transaction and block it until you call them.
