All things being equal, it makes no difference. You get the Euro currency for it's value at the time of transaction whether you convert US dollars, rupees, bolivares, rubels or commodity gold ounces.
Of course, things are rarely equal. There's always some form of commission or fee and you don't get the exact exchange rate because of it. So what's your normal home currency? If dollars, go straight to Euro. Going the other route involves at some point a conversion to INR, and then to EUR. That's paying a commission percentage twice, and is a worse deal. But I don't know what your situation is.
