Am better off exchanging at a local bank at above official rate, or using cash machines in spain?

Wait till you get to Spain. I had no problems with ATMs there, and my credit union doesn't charge anything over the going exchange rate.
Generally, you should go with ATMs. However, if you bank at MegaBank or one of its similar buddies, you will find that these sleazy banks have all sorts of fees and extra charges to rip you off. So before you go, call and ask them if they charge for using "foreign" (i.e. not part of their system, not whether they are in another country) ATMs and what rate they give as compared to the "official" rate.
Don't like their answer? Find another bank. By doing so, you are helping your fellow countrymen by telling the banks you are tired of their never ending fees.
I used an ATM from a bank that gave an excellent rate and paid ALL ATM charges.
