Do tourists pay the new tariffs?

We'll be taking our first foreign trip of the year soon (RST Turkey) and I'm surprised this doesn't seem to have been discussed yet. In addition to the duties we all know we are supposed to pay to bring a substantial purchase home with us from vacation, do travelers now also have to pay the same tariffs that would have been applied if an importer had brought the same item in for resale?

I'm not looking for a partisan response; I don't want this post to get taken down! I really just want to know if/how this is being handled at ports of entry.

per traveler for personal or household use remains in effect.
Purchases made at duty-free shops continue to qualify under this

No change.

If a traveler exceeds the $800 limit, duties may apply to the excess
amount. Standard duty rates, which could now include the new tariffs,
will apply to goods exceeding the exemption threshold.

"may apply" and "could now" which means that the author doesnt know, and I suspect he would know if people had been charged the tarrifs. So I am going to guess, no.

For most travelers staying within the duty-free allowance, the new
tariffs should have no direct impact.

Again, no problem

However, those making large purchases should be aware that certain
tariff-affected goods may face higher duties beyond the exemption
limit.

Again "may face" doesnt mean will face or have faced.

I suspect that if you choose to have your "substantial purchase” shipped home directly, the additional tax/duty/tariff you will have to pay will be determined by the customs form filled out by the seller/shipper. That has always been the case.

You should be fine. Tariffs usually affect commercial goods--goods brought in for resale. The personal allowance, as of now, has not changed.
