My husband recieved one deal and I another from Verizon. Mine answer was rental global phone for $9.49 free shupping and handling .99 a min. Then a friend of mine lives in England and she suggested pay as you go because they have free incoming calls.

Where are you going and how long will you be there? How much time will you be on the phone? Are you calling home, lodging, friends? My T-mobile phone is usable in Europe for .99 per minute (making and receiving calls) but that adds up quickly.
If you are going to one country only, you can find a much better deal locally with significantly cheaper per minute rates and no charge for receiving calls.
If you are going to multiple countries, you have to figure out the advantages of having one sim card vs cheaper rates with a sim card for each country.
When we were in Ireland this summer, we bought a sim card from Vodafone for 10 euro which included 10 euro worth of minutes. You get a local number with the sim card. But my husband was the one to call to have my phone unlocked, and since he didn't specifically ask to have it unlocked (just told them we were going to Europe), it wasn't, we couldn't use the card, so I gave it to my sister to use.
We had researched a lot of the offers online and this one we got from Vodafone seemed like the best deal. But it depends on where you're going, whether it's just one country or more than that.
