I read on another post some mentions of changes to carry-on for international flights to the US. Can someone summarize the changes? Are these proposed or final?

You really have to check the airline and airport that you will be flying from for information.
Some of the airlines/airports reduced the number and/or size of bags to speed up security. For example, on the United Airlines website, they indicate that you now may only bring one carry-on when travelling from LHR or AMS back to the U.S.
