In October will be flying on Ryanair and Vueling Airlines. Both have the same carry on size limit of 55x40x20 cm. The bag I was planning to take is more like 58x40x28. Does anyone have recent experience with these airlines as to how rigid they are in enforcing the size limits?

i used a 20-inch spinner on ryanair and eurowing this summer and had no problems.
Those are low cost airlines that make money from different fees. Assume they will not even allow you bend the limit by a millimetre. And 8 centimetres?
Not only will they enforce the size limit be sure to note the weight limit. These airlines are cheap but do not allow carry on luggage that exceeds their requirements, period! One trick is to wear a jacket with multiple pockets and put all your heavy things in the jacket and wear it during boarding.
