We leased last summer. Arranged through AutoEurope the same outfit that arranges regular rental cars. I think I just googled lease and AutoEurope to get to the right page on their website. We picked up and returned at Marseille airport. The actual provider was Renault. It was easy and a good value we thought. About Euro 1500 for the four weeks. Brand new car. Automatic. Midsize. All insurance included.
Where will you be traveling to? I have used AutoEurope multiple times and always had a good experience with them, but there are other companies based in certain countries that are worth considering, too.

Otherwise, an internet search using Peugeot and Citroen brings us other names.
You two factors may be impeding into your ability to lease rather than rent: too close to your travel date to get it set up, or the lower car production since the pandemic. There is a backlog for some models.
Both Renault USA and AutoEurope are brokers. The actual company that leases the cars is TT. When you lease, you get a brand new car and are the temporary owner of the vehicle, not a renter. This is why lead time and car production are factors. The ownership is registered with the government in your name.
