Will my cell phone car charger be universal from US to EU (namely Croatia)? We wil be renting an Opus and I am wondering if the cigarette lighter connector and volts are identical?

Yes, they are the same.

The connector may be the same, but remember that in some cars your charger won't work unless the ignition is on. As soon as you take your car, test it to be sure it will charge your phone when the ignition is off.
