I just did a Google search, and apparently in the last year on this forum, this issue has been raised. But I missing the thread so hopefully this thread will help others.

I have never before had problems in Europe using my Capital One debit card in an ATM. Today was a different story. ATMs at several banks in a fairly large German city showed they could not read my debit card. After Capital One's acquisition of Discover, the bank issued new debit cards that use the Discover network rather than the Master Card network. The problem is that the Discover network is really limited, at least in Germany.
You can call Capital One for a list of banks in the city you are in that will take your card. The bank send me an email. It seems the closest ATM I can use is more than two miles away, and I have several major banks within three blocks of my hotel.
And someone at Capital One received in December an eight-figure bonus because of this brilliant move.
Bottom line: Don't rely on your Capital One debit card to access cash in Europe. Of course, the irony is that with Capital One you don't have to call the bank to advise you may be trying to use a card in Europe that evidently that is really hard to use.
