Would like to do Berlin, Prague, Vienna, Budapest with 3 nights in each for group of 16 to 32. Any suggestions on who provides or can customize such a tour and which tour operators in the region are best.

I am guessing, James, that because this is for a group of 16-32 the poster needs some extra support.
I can only add that I have hosted a large group in Vienna of similar size. We didn't need a tour guide, but we rented a bus from Dr. Richard, a well-known company in Austria, and I was pleased with everything. The group also kept the bus for their onward journey to Budapest. Perhaps it is worth giving them a call and asking about a guide.

Emily, dumb me. I read it as though it were their ages. Oh, heck for 32 people on a trip, that's a bus. Does Rick do custom tours for large groups? I could set them up once they got to Hungary but cant help with the whole trip.
