We're in the early stages of planning a trip to the Baltic states: Lithuania, Latvia, and Estonia. Apparently, RS thinks they aren't part of Europe though: no forum for these countries.
Actually there is a forum for Estonia, but not for Latvia or Lithuania (not sure why). If you look at the questions under Estonia, there are some questions and answers regarding all 3 Baltic states.
RS Tours don't go to either Lithuania or Latvia (or are covered in his books) - that's why you'll only find a forum for Estonia.
Put your question under Estonia. It makes sense.
I, too, really wish there was a separate forum for the Baltic states, if not Latvia and Lithuania each. I've been to Estonia--and wish there were more people asking questions about it in the forum, it's a lovely country--and would like to return to Tallinn and then take the bus to Riga and then to Vilnius. I've found good advice for these countries on Trip Advisor.
If you do a search on 'Baltic States', then qualify the results by Travel Forum and then by 1 Year and Newer, you'll see several threads with questions about the Baltic States, most under General Europe. You might find some helpful information there.
Depending on your time factor, I would suggest aside from trains, buses, discount carriers to include the ferry as a travel option. They stop a t various ports in the Baltic states, such as Kiel (Ger) to Klaipeda (Lithuania). From Tallin (Reval) you can by ferry not only to Finland.
Yes, the divisions on the Forums follow Rick's books. That's why there's no Forum for Iceland, Latvia, Lithuania, Malta, Cyprus, and other countries that are definitely in Europe.
As said above, you can post your questions either under Estonia or General Europe.

As there's no separate section for the area you're interested in, I'd suggest putting it either in "General Europe" or "To The East". The former would probably be the best choice, as I'm not sure how often the other section is checked. You could forward a note to the Webmaster to see if they have any plans to add a section for those countries.
The "To the East" has been closed since the reorganisation of the Helpline into the Forums.
That area is not the only one missing. If you search for either Great Britain or the United Kingdom you will see that neither exist according to Rick. We have to deal with subsections or "nations" of one country as if the country never happened.
We did visit Tallin, Estonia in August, and it was a lovely place. We found a Baltic Cruise to be the most reasonably priced way to see the region. Scandinavia is just so expensive traveling on your own. And St. Petersburg was just fabulous for 2 days' tours.
