Are you allowed to take a PC system?

I'm thinking about taking a PC system over Europe for a friend.
Do you have to declare it?
Has anyone had any experince with this?

It's not US Customs that matters, it's customs in the country you are bringing into. A PC would certainly above the limit for which duty is not charged for any European Country, so if your luggage is searched, you run the risk of having to pay customs fees. A laptop you could pass off as your own, but a desktop is going to be harder to excuse. That said, customs searches are rare, though they do happen. Also, there are exceptions for students studying abroad and people moving abroad, though it's generally only for the person who is living in the EU.

Your bigger problem may be weight - some airline limit carry-ons to less than 7kg, which isn't much. Also check to make sure it'll be within the size restrictions. And you would definitely have to take both computer and monitor out of the bag for security screening, so you may want to consider the hassle.

Personally, I would be more worried about it breaking during the flight than causing trouble with customs. :-) Pack it well.

US Customs site doesn't say anything about it. There should be no need to declare it.

I was thinking about taking it in my carry on.The PC (Dell) is very small, about a shoe box size.
The monitor will be a flat monitor, but bigger then the PC itself.
All should be less then 15-17 lbs.
