I have recently purchased a no contract android from Virgin Mobile. If I download apps about certain European cities, will I be able to see them on my phone when I am in these cities. I do not plan on using the device to make phone calls

It depends on the app. I have an Android phone, too, which I used in Spain last year. If your apps require internet access you will only be able to use them when you have wifi available. But if your apps are freestanding (like offline maps) you can use them anywhere.
