I have a Germany-Poland pass and a Global pass for this summer. Can I use the Germany-Poland pass to go from Dresden to Amsterdam? When I put this in on Raileurope web page, it seems to allow it. It shows a cost of only $12 to reserve a seat changing trains in Bad Oeynhausen or Minden.

You can do this route two ways: direct which means taking the CNL night train Dresden Hbf to Amsterdam Centraal. Just use the Germany-Poland Pass and get a point to point ticket from Emmerich to Amsterdam to cover the Dutch part of this route. The German-Poland Pass covers Dresden to Emmerich.
The other way by day involves two main changes depending on which route you choose. No need to go through Minden/Westf....lovely town I was there last summer...you change first in Leipzig, then in Hannover. The day route would be easier if you were leaving from Leipzig instead of Dresden, which would be from junction point to junction point. The route is in 2 main legs: Dresden Hbf to Leipzig Hbf, (that's short), then Leipzig to Hannover, then Hannover Hbf to Amsterdam. As with the night train get a point to point ticket from the German border to Amsterdam..
Depending on your time schedule and if you're not adverse to taking a night train, I myself would do the night train, direct, 13 hrs. I don't like transfering with luggage, even though I know each of those train stations well. Why do you believe you need a Global Pass? I don't think it is worth it. Its disadvantage is that it excludes Poland.

I see that $12 seat reservation on Rail Europe, along with a note that it can't be booked online. Since that's their regular seat reservation price, it's not likely to be the correct price to cover the Netherlands portion of your trip. Buy this at the Dresden train station, instead, probably $30 for the ticket and a few dollars/euros more for the optional seat reservation. Since the daytime trains don't require reservations, they cannot sell out, only get crowded.
