Most travellers using the Rick Steves guides tend not to venture off the beaten path and Albania is still an up and coming destination. For more opinions try the tripadvisor and lonelyplanet fora.
1) No. Only buses.
2) It's not difficult, but you can't take Greek rental cars to Albania. The way to do this trip if you want to drive is to rent a car in each country and take a bus between countries.
3) Start by taking a ferry from Corfu or bus from Ioannina to Saranda(visit Butrint, Ksamil, etc) than take a bus/furgon(local minibus) to Gjirokastër - Berat - Tirana - Shkodra. From Shkodra do the 3 day roundtrip around the highlights of north Albania, by taking a furgon to Valbona via the Koman Lake ferry, next day walk across the Valbona pass to Theth, 3rd day return to Shkodra by furgon than move on to Montenegro.
Actually this may be too much for 7 days and you have to choose between Berat ot Gjirokaster(not an easy choice) or skip the coast.
4) I've been twice to Albania, both times around the middle of October with fantastic weather, sunny and dry, not too hot, but not cool either. November is more likely to be wetter and cooler and too late for hiking, October may be even warm enough for a cool dip in the sea. If you have a choice go in October.
