I don't think there's any accurate way to predict the best time to book a flight. As the previous reply mentioned, it's a bit of a crap shoot.

I doubt that you'll find any problems with the immigrants in Naples as the majority are being housed much further south in Italy, or in Greece.

Air fares have dropped noticeably lately. I'd book now.

Try looking up your desired airfare on Kayak, Google Flights or Bing Travel. You will usually get a recommendation from the search engine, and it's probably a more educated guess than any of us could give you :)
