Hi, my friend and I will be travelling from June thru November: Ireland from the 19th thru the 3rd (July) France from the 4th thru the 13th(September) England from the 14 thru the 30th (Sept)
Then back to Ireland thru the 19th of November... So, do either of us need Visas? Thank you!
No. Ireland & England are non-Schengen. You are in France fewer than 90 days.
You didn't say where you would be from 4th July to 4th September. Did they fall off the calendar? Can't say an opinion until they put their heads above the parapet.
I understood the OP to mean France from the 4th (July) thru the 13th (September) - but it did take a couple of careful readings to work it out.
July the 4th thru September the 13th ish, yes. So as long as we don't exceed 90 days in any one EU country? Or what?

There are limitations on the Schengen visa - I believe it is a maximum of 90 days in any period of 180 days. Since you will be in France (the only Schengen country you are visiting), and you will be there for less than 90 days, you are fine.
