Carry on restrictions?

I've never been to Europe and am planning on NOT checking my backpack when we go in September. However, are there any restrictions on liquids (the amount?) that can be taken in carryon luggage? I thought I heard about this a while back but haven't in recent months. Thanks!!

3 ounce bottle or less; 1 quart-sized, clear, plastic, zip-top bag; 1 bag per passenger placed in screening bin. One-quart bag per person limits the total liquid volume each traveler can bring. 3 oz. container size is a security measure.

Consolidate bottles into one bag and X-ray separately to speed screening.

In the past, I have had nailfiles, small scissors, etc. confiscated at security points. Now I place all such items and anything else with metal in it, such as my battery-operated toothbrush, into a separate quart-size ziplock bag and put it in the little bin at security along with the bag containing my liquids. So far, this has worked. I always seem to need scissors, so I bought some small scissors designed to trim babies' nails. They have a blunt end.

The volume limit is 3.4 oz per item (100 ml). Lately, enforcement has been lax.
