Noticing that the dollar is gaining against the Euro, I was wondering if it is possible to purchase Euro now and possibly keep it in something like a European debit card to use while I am there. Or is that against some banking law?

The only way to buy Euro this side is traveler checks or cash -- either way you will pay about 8 to 10%. You and I cannot win at the currency game. Just as soon as it goes up, it will go down.

Forget about the euro fluctuation. For convenience and safety use your ATM card.
