Probably a simple question, but I can not find answer. When you give credit card number to book reservation, does it lock in rates at current exchange rate at time of booking or current exchange rate for when you pay in full (usually at check in/out)?

It's the exchange rate at the time your credit card is actually debited, typically at check out. But if you were paying a deposit now, in advance, then the exchange rate would be today's rate.
