Would anyone know if the "handicap parking" mirror card used here in the states would work over in Europe? Thanks for any help!
No, and even if it did, it wouldn't be very useful, unless you plan to shop at the larger stores on the outside of towns. You rarely find parking immediately adjacent to most sites of interest in Europe. Even if you could use the handicap placard, it would only allow you to park in a spot near the entrance of a lot. You usually still have to walk a considerable distance to reach the attraction.

In 1978, the ECMT Council of Ministers agreed that all Member Countries of the ECMT would grant the same parking concessions to people with disabilities as they offered their own nationals. Rick.. not sure which cities you are planning on using a car in.. but beware.. there are simply NO parking spots at all near many sites.. handicapped or not. Most folks find better luck using a taxi if mobility restricted .. or if somewhat mobile then the buses are better then the metro. Cars are simply a pain in some cities.. London and PAris being two I think that would top the list!
If you look on the abovementioned page you will see that many countries ONLY accept badges from other EU countries. For exampl Germany:

Germany uses the EU model badge. ECMT Resolution has not been implemented
Read the entries for the countries you are visiting.
If there is parking, for example at a shopping centre, or on street parking, then badges are accepted. But, as stated above, most tourist spots in big cities there is simply no parking of any kind.
You often need to verify the use with the logical traffic authority / police. Sometimes you are required to buy a temporary local permit. This is the same for people visiting the USA.
