AMit some museums may have them for rent but that will not help you in day to day touring. Bring your own stroller, most people do unless child is old enough ( say over 4 ) where you will only need the stroller occasionally. For a baby or small child you really should have a stroller all the time. A small folding one is cheap to buy, if you only have a big heavy one at home I suggest you purchase an umbrella ( folding) stroller for the trip.
You really should bring the stroller with you from India as it will be a life saver on your flight when not on the plane. It will give you a clean place for your child to nap and rest in transit, which will be needed. Just check it as you enter the plane. It is also a great place to stick all your stuff - a free trolley in a sense. Renting a stroller in Germany or Austria is really not done. People just own their own strollers. Really, just bring yours - it will help the packing problem, not hurt it.
