According to TPG: https://thepointsguy.com/news/how-americans-can-apply-for-french-digital-health-pass/ the Pass is no longer available.
Temporarily
What a damn nightmare. I sent in my request in the middle of October. And never got it. My trip is scheduled for the 18th. The last thing I want to do when arriving is find a pharmacy and pay la peau de fesses for this.
We did the test at the pharmacy in September but it worked for us because we were spending the last 3 days of our trip in France and had to have the test to get back to the US. It was quite easy, took all of 15 minutes from swab to result at any local pharmacy. We had downloaded the ToutAntiCovid app so just put the QR code from the pharmacy on it and away we went. However we were only there 3 days, it might be a nightmare to have to test every 3 days on an extended trip. But perhaps using the CDC card may work if it can be communicated that France has temporarily suspended passes for tourists. My guess is this is due to a massive backlog in applications.
The proceedure is now to enter the country using your vaccination card, together with whatever paperwork people from your home country needed to enter France before the change.
You then apply at an approved pharmacy and they create a pass sanitaire for you. It costs a maximum of 36€
A map of the approved parmacies is here

I don't know why they didn't do this from the beginning. It is a nice revenue stream for pharmacies and convenient for tourists. I luckily got mine before I came and it so convenient. Wish we had the passes in the US.
People who don't have them yet should relax and just plan to get the when you get here.
Now if the US would just drop the costly test requirements for vaccinated citizens returning.
From the map, there is only one approved pharmacy right outside CDG. Can we even take transportation without one? Like the bus to the city?
I’m imagining this impossible line of arrivals descending upon the pharmacy. How can they handle us all?
Can you please change the title of your thread, as it is not correct ?
People looking for information on how to apply for the pass sanitaire under the new system should check this thread:

Thaxton -- there is no pass sanitaire requirement to ride public transport -- the RER, buses or metro. You must be masked but there is no pass requirement. Nor is there for grocery stores, markets etc. To however sit at a cafe even outside (although the wonderful terraces that extended into the streets are now gone) or enter a museum or restaurant, you must have one and in my experience they are nearly always checked before orders are taken.
You can go to any pharmacy in town once this thing gets rolling and you don't need them to take a bus or train or cab to town (you need them for long distance trains, but we have used the TGV recently and they were not checked -- it is a random thing just as ticket check is. One of the reasons fines are so high for riding without a ticket is that ticket checks are rare -- so they have to make it a real penalty for people to not take the risk of riding for free.
You can't just go to any pharmacy for the pass. Certain pharmacies are offering the service. (See the link in Kim's posting two up from this one.)
There is a charge up to 36 Euros.
