Does Rick Steve’s have a downloadable audio tour for these two, or can you rent an audio tour, or do you have to get a tour guide?

No need to hire a tour guide to either site. Both have audio guides available for rent on site. Or for Notre Dame, follow Rick's walking tour of the Cathedral in his Paris book.
This recent post recommended Notre Dame audio tour by art historian.
When you book a timed entry for Sainte-Chapelle you can add the audio guide to your ticket purchase. The upper chapel at Sainte-Chapelle also has information placards in English that descriptions of the windows.
