a la carte lunch at Eiffel Tower?

My granddaughters are asking to have lunch at 58 Tour Eiffel (2nd level restaurant). The official website says lunch "From € 21", but clicking on that button leads only to a form to reserve a € 39 lunch. There aren't any clarifying remarks about this discrepancy, nor any way to select a lower-priced lunch. This is baffling to me since I'm clicking on the button that advertises lunch "From € 21". In addition, their video shows a family selecting their own meals cafeteria-style, including dishes not included in the reservation menu. After much head-scratching, I'm guessing that the a la carte selections are only available for those without reservations and, conversely, that reservations are taken solely for the € 39 lunch. Does anyone have experience at 58 Tour Eiffel that would clear this up for me?

I noticed the same thing, but i opted out of the food on the tower.

Doesn't seem like there's a lot of interest in this topic, but I've found the answer to my own question.

Here is the information they sent me:

If you want to make a booking in advance which implies that you will have the lift tickets to the first floor of the Eiffel Tower, you will have to select the 3 courses menu. For information, with this menu you have the choice between 3 different starters, 3 different main dishes and 3 different desserts and drinks and lift tickets are included.

For 21€ you will be able to have a menu on the spot, this menu will be a 2 courses menu and drinks won’t be included. Also in this case you will have to purchase the lift tickets to the Eiffel Tower yourself which implies that you will have to queue at the foot of the tower.

There is no particular dress code in our restaurant, we just do not accept sportswear.
