Dubrovnik accomodations and other suggestions for trip

I am going to Slovenia, Croatia, Montenegro Sept. 16th-Oct. 12, 2017. I am a solo traveling woman. I am looking for advice on places to stay, renting a car, any experience traveling this time of year in terms of weather, etc. I am looking for accommodations in Dubrovnik in Old Town or relatively close, having a hard time finding what I want (quiet, not a ton of stairs! if possible, balcony, apartment/studio, approx. $100-120 a night). I have the RS guidebook. Has anyone stayed at Karmen Apartments Apt. 4? Tips on renting car in Bled through to Piran, returning then picking up again in Pula (due to returning in same country as rented) and having through Rovinj (although doesn't seem necessary in Rovinj?), Istria, Opatjia, Plitivice to Split and returning there. Then renting one again in Dubrovnik for day trip to Montenegro Bay of Kotor.
Then flying Dubrovnik to Zagreb (1 1/2 days there) and then train to Ljubljana to fly home. Any ideas for place to just lay head near airport or some place where they will have shuttle to get me to LJ airport?

Any comments would be appreciated! Thank you.

We traveled in Croatia & Slovenia for 3 weeks in Sep-Oct 2013. After spending 3 days in Zagreb, we rented a car and drove for the rest of the time, ending in Dubrovnik. Stayed 1 to 3 nights each in Ljubljana, Lake Bled, Kobarid, Divaca, Rovinj, Plitvice, near Split, Hvar & Dubrovnik. Made reservations only in Zagreb, Ljubljana & Dubrovnik. I am not sure about your itinerary, but it seems as if you will lose a lot of time at car rental shops as well as backtracking to return the car. We had the possibility of returning our Croatian car in Slovenia, but obviously decided to keep it & not use public transport. Had no major problems driving (except missing the turn to the Julian Alps & visiting Austria briefly). Split traffic was heavy and the road to Hvar was fast & narrow. That time of year, we had no problem finding secure and inexpensive parking. We walked from our accommodations with no problems in every case. We did encounter stairs, hills, steep paths often. The car allowed us to visit and stop according to whims. Perhaps you could keep the car to Dubrovnik & visit Kotor the next day before returning it. We stayed at Villa Ragusa in Dubrovnik (great but up hill) & Hotel Emonec in Ljubljana (good but small room!). In Rovinj, stayed just above the harbor on the "mainland" - I forget name but in RS. We loved it all & plan to return.

We stayed here in 2012. It was really inexpensive back then. It looks like prices have gone up. I've seen it on AirBnB and on Flipkey. Both prices are different. And then I say text from the owner in the middle of the AirBnB with prices well under $100 per night. It's worth contacting them - they like to book direct and will give you a good price that way. We liked this place - it was right in the center of town, but tucked away and quiet. It had a big private patio off the bedroom that was very private and nice. Apartment had a nice layout. https://www.alltherooms.com/bosanka--croatia/apartment-nike-old-town-dfa0ea87
