That will depend entirely on the regulations of your home country. As mentioned, almost all air travelers entering the US are required to test before arrival or prove they've recovered from Covid.

Well the hotels won't be booked up by visitors from "white list" countries. I can assure you that neither NZ nor Australia will allow residents out to Europe this year (and we won't be vaccinated for a while so wouldn't come this year). I suspect Taiwan and Singapore are similar. Not sure that Rwanda is going to over-run Europe?

Well we are still in the midst of a pandemic! The rates are already going up in the UK with the delta variant. In Australia it appears that just breathing the same air - even outside is enough to transmit the virus - they now have 63 cases in Melbourne (from none) - thats with very few people vaccinated though. The interesting thing in the UK is how sick /dead people get who are vaccinated
Things are changing at a rapid pace. The travel list for the UK is to be updated today and there is a suggestion that Portugal will be taken off the green list and few, if any, European countries will be added to the green list supposedly due to an increase in the Nepal variant in Europe.
There are also concerns in Europe regarding the Indian variant which has seen cases in the UK rise signifcantly however yesterday marked the first day that there were zero deaths from Covid in the UK and hospitalisations remain low so whilst infections are rising it appears that the risk of hospitilsation and death are low.
Caution appears to be the approach taken by many countries so I don't expect to see a big opening for travel for a while yet.
And, indeed, the UK did take Portugal off its green list.
“What to expect for summer travel in Europe” is a moving target. Look no further than the progress we have made in the US over the last 60 days. Our arrival into Spain in mid August should be vastly different than today’s situation. If not, we have time to re-group.
