Traveling to Austria with Children in December

We are traveling with our three children ages 9, 7, and 4 to Vienna in December. They are unable to be vaccinated since they are under age 12. If they test negative prior to travel, will they still have to do mandatory quarantine, even though both parents are vaccinated? Thank you!

All the COVID-related requirements for Austria are listed there. The US currently falls under Section D. It has a list of people exempt from registration and quarantine requirements:

minors 12 years of age and older accompanied by a person who is in
possession of a valid certificate of vaccination or recovery are
exempt from registration and quarantine requrirements. Such minors
must however present a negative COVID-19 test (see requirements in
chapter A above) upon entry.

Keep checking the Embassy's website, though, as the rules are always changing.

Edit: Whoops! Misread that "12 years of age and older" part in Section D. The rules for minors under 12 are under section F.

Accompanied minors under the age of 12 are subject to the same entry
requirements and conditions as the adult under whose supervision they
are traveling with exception the testing requirement (eg. quarantine
if traveling with adult who does not have a certificate of vaccination
or recovery).

For the under 12 crowd, their entry requirements are determined by the entry requirements of the adult with whom they are traveling. So, if you do not have to quarantine, they do not have to quarantine.
