Rail travel from Salzburg to Innsbruck

We will be traveling from Salzburg to Innsbruck on a train that will travel through Germany. Will we have to take a test—PCR or rapid antigen—in order to do so—regardless of vaccination status?

The key here is "a train". Train connections between Salzburg to Innsbruck with no change are Austrian trains that do no stop in Germany. Back when Eurail sold "Select" passes for just a few countries, you could go from Salzburg to Innsbruck through Germany without including Germany as one of your countries. If they were going to waive the tests for any train, it would be one of these.

On the other hand, if you are taking a two train Bahn connection, Salzburg-Rosenheim-Innsbruck, changing trains in Rosenheim, then I think the test would be required because there is nothing to prevent you from entering Germany at Rosenheim.
