I will be traveling from Italy back to the US with layovers in Frankfurt and Toronto. Everything I’ve read on the Canadian government websites indicates that if you are a transit passenger you are exempt from pre-arrival testing requirement and that you do not have to complete the ArriveCAN form. Am I understanding this correctly? What has been the experience of others transiting through Toronto from Europe on the way to the US during this time of COVID-19
