Difficulties finding travel insurance (non-resident status)

I'm trying to find travel insurance to cover expenses in case I test positive on my upcoming trip to Spain. I'd like to find medical coverage that covers COVID-19 medical care and covers (part or all) of unexpected expenses associated with quarantine (hotel costs) and having to delay a return flight home.

I'm in a tricky situation because I am a US citizen, studying as an international student in Canada (non-resident status, so not eligible for Canadian resident policies), and departing from Canada on my trip to Europe (trip I want covered). Apparently, I'm considered to be already traveling, thus have extremely limited, expensive, and lousy options. Any ideas about what to do in this situation?

Do you already have some medical insurance while in Canada?

I have international student health insurance that will reimburse medical expenses for trips of up to 30 days outside Canada. But wouldn't cover quarantine and I'm not covered up public insurance in Canada.

World Nomads looks like a good choice. I just want to make sure -- they seem to care about your residency (US) and not where you live/depart from (non-US)?

We just signed up for World Nomads Insurance. They are great! I am glad I saw this post. A quarter of what others travel insurance were asking.

If you're seeing that large a difference, there's a good chance you are not comparing apples to apples.

I'm not suggesting there's anything at all wrong with World Nomads, but there are a lot of different kinds of coverage sometimes referred to as "travel insurance". Any given policy might not cover all of them.
