Turkey entrance form requirement in 2023 & HES for Muglakart purchase

I am getting conflicting information and would like to check with fellow travelers who visited Turkey recently (in 2023) please.
My understanding is that HES requirement is dropped but some web sites including Turkish air still lists "Turkey entrance form". I've tried the link listed (https://register.health.gov.tr) but I keep getting the error "register.health.gov.tr’s server IP address could not be found." I am not sure whether the web site no longer exists or my anti-virus software is blocking it.

Other than the Visa, is there additional entrance form that needs to be filled out within 72 hours of departure please?
Second question, is HES still required to purchase Istanbulkart or Muglakart or travel in dolmus as of 2023 (I understand that it's not required to enter Turkey but to purchase public transportation card, does it ask you to enter HES) ?

Hello, not a tourist but I currently reside in Turkey. The websited you've seen must be outdated, there's no requirement to fill a form, here's the info page of a Turkish airline operator called Pegasus https://www.flypgs.com/en/where-can-i-fly. The HES code has been out of use for quite a while also, I haven't seen it being used anywhere for over a year.

HES was a Covid measure. They discontinued it sometime around early 2022. It was required when I visited in 2021, but was no longer required when I visited in 2022 and 2023.

All you need is the visa.
