I have traveled solo on lots of Rick Steves tours and 3 Odysseys tours. No issues as a solo on either.
I've never been the only solo, though there usually haven't been more than a few. I'm fine being on my own so it's never been an issue for me.
I've taken 4 Odysseys tours in the past. I didn't have any problem.
While most of the travelers were couples, I was often invited to join them for meals and excursions. I also hung out with other solo travelers.
On all of my OU tours everyone got along great and all felt welcome.

I've done a number of RoadScholar tours, too. I don't think there has been any difference in the solo experience on any of them. Is there something particular that you are concerned about?
I have traveled independently and with a friend on a group tour. However, my solo group experiences haven’t been great. I didn’t feel included for various reasons and I’m friendly. I’m from NY, so maybe that’s it lol.
Only Two other group trips however
I did the Odysseys Turkey tour in 2015. (Gosh, has it really been almost 10 years?) My travel partner got sick and had to return to the US a couple of days into the tour, and so essentially I did most of the trip solo. I was the only solo person on the tour, but everyone was great. I never felt awkward or left out of anything.

I'm sorry you didn't have good experiences, but I haven't seen anything that would make a particular tour group less welcoming to solo travelers.
Well, the people on the tour are the lucky ones of the draw.
