Go to a bank owned ATM. Although some money exchangers on Istiklal Cadessi had VERY competitive rates, why carry cash? Banks generally do not give you a rate as favorable as an ATM.
How much cash do you need? An ATM is going to give you a better rate but there are usually limits to daily withdrawals - some limits are imposed by the ATM itself and others from your bank specifically. You'll need to sort out your bank end limits asap so you aren't caught off guard.
When do you leave? Do you have time to order currency? Even my tiny credit union can order currency quickly in a pinch (and for a fee). If it's too late for that you could exchange dollars at the Istanbul airport when you arrive, but know it will be an unfavorable rate.
