This September I am going on Rick's 13-day Turkey tour that includes Cappadocia and am wondering if there
is enough personal/free time to take a morning balloon excursion over Cappadocia.
Yes, and in fact your tour guide will help everyone who is interested arrange it. Your tour guide will take a count. The balloon company will come to your tour hotel the night prior to take payment and then pick you up in the early early morning for the ride to the site and your balloon ride. They'll get you back to your tour hotel in time for breakfast.
I have not been on this tour. However, I suggest you search the tour alumni scrapbooks to see when/how the tour guide arranged for the balloon rides.

When you receive your tour documents in your account look under pre-tour planning for the reference for hot air ballooning. An opportunity will be coordinated by the guide for those interested. The details are similar to almost 15 years ago. Some of the post tour reviews also discuss the event as a highlight.
What type of cash do they accept for the balloon rides?
I vaguely recall our RS tour guide saying they would take cash in a different currency. I bet it was euros as our adventure was quoted in euros.
In any case, they took credit cards. And we compared the rate for paying in TL vs dollars. Surprisingly, I paid a few dollars more by choosing TL. Yes, more. I looked at my online credit card account because our guide was curious. It was a difference of a dollar or maybe two. Still, surprising.
