Ephesus and Pamukkale,i.e.the western coast area should be reasonable, not too cold but the possibilty of some rain-equally the possibility of bright, mildish weather too.
Istanbul is more likely to be cold possibly rainy too but it is a little early for snow.Just to be perverse,it could also be dry and mild there too haa haa.I can remember a few years ago walking with a friend along the Marmara seafront on a Christmas morning and we were both comfortable in just t shirts.........it snowed on New Years Eve,so...go figure.
Take clothes you can layer topped off with a waterproof coat of some sort, that way you can peel off a sweater if needs be.
Aside from celebrations by the small Christian community 25th December is just another working day here but in Istanbul you'll see Christmas type decorations up ready for New Years Eve celebrations.Outside of modern neighbourhoods of Istanbul and certain districts of Ankara NYE is pretty much a low key thing though.

It's probably not snowing in Ephesus and Pamukkale. It could be cold. It could rain. Or it could be nice weather.

Istanbul is hit and miss. So far it's been nice weather. It's Nov. 20th and the high for the next few days is 70-72f (21-22c). Of course Christmas is month away. It could be snowing by then. Most likely it will be cold by then.
