What is a universally accepted debit card in the ATMs in Turkey. Especially those that don’t charge an international transaction fee or if they do it’s low.

There are very few options for debit cards without ForEx fees. If reducing fee costs is a priority you'll also want to look for something that doesn't charge a fee for using other ATMs and maybe reimburses other banks' ATM fees.
I'm sure there are at least some others, but the only one I know is the Charles Schwab checking account card. I used it without issue in Turkey in 2019.

CapitalOne 360 doesn't charge a fee, but someone just reported that--at least for new accounts--it no longer reimburses fees charged by the ATMs themselves. So at this point Charles Schwab seems like a better option.
But you might have good luck with a credit union. Mine doesn't charge fees.
