Do the ATM's in Turkey provide a choice of withdrawal in Lira or Euro?

Pretty much so, as well as I recall. I have only needed to withdraw Euros in Istanbul, and only on rare occasions, and have never had a problem. I won't guarantee that's the case at every ATM.
I do recall ATMs sometimes being out of Euros when I was there as the lira was crashing in late 2021, but that was an extraordinary circumstance. Turks were simply running to ATMs and making withdrawals in Euros because the lira was losing value so rapidly. (I think the lira lost close to half its value in the span of a month or two. The lira continues to lose value, but not at the rate that was happening then.)
