Traffic violation ticket

I visited Italy in May and rented a car. Last month I received notification from the car rental company that I was being cited for a violation. They were charging my credit card for the processing of my information to the police department in Montalcino. I was advised that the formal ticket would arrive later. I received that ticket this week. My problem is not that I have to pay this ticket. My problem is I don't know how to pay it.
The ticket is mostly in Italian so I have translated it as best I can using a translator app. It says how much I owe and gives a IBAN number to transfer funds. It DOES NOT give a bank or the name of a person to whom I send the money. It says it goes to the treasurer of the community of Montalcino. My bank does not do international transfers anyway. Italy does not accept Money Orders or I'd send one to the address for the community that sent the violation. Can someone help me figure out what I should do.
I have also contacted the rental company but have not heard back. It's been two days.

I thought all you needed was the IBAN. See if you can run through PayPal. If you visited in May, Italy is getting more efficient. Generally these tickets take a year or more to show up.

The IBAN contains a code for the name of the bank (those four letters).
If the money should go to the treasurer of the commune of Montalcino, that's the name of the benificiary.
But a bank which doesn't do international transactions confuses me.

Thank you for the replies. PayPal requires the receiver have a paypal account also. The IBAN info is very useful. I will go to the bank and see what they can do for me.

IBAN = International Bank Account Number
It is made up of Country Code + Bank Code + Branch + Account number
It should be all you need to send money from your bank account to the correct place. In Europe at least, all statements and other bank communications include the IBAN; I can go to my Internet banking and send money to any other account anywhere in the world as long as I know their IBAN.
Banks in the USA are stuck in the 20th century and do not use IBAN. I think you need to contact your bank and ask them how to send money using an IBAN account.

Might want to look into transferwise.com - would be likely to beat any US bank on cost and on understanding.

Thanks to everyone. Problem solved....almost. I was incorrect about my bank not doing international transfers. I am not able to do it with my online banking but can go there in person. I need to go back tomorrow in the morning while the Italian banks are open. The automated system will work during their banking hours for the transfer. Otherwise the IBAN info does not pop up when the code is entered. The transfer would not have gone through until the morning anyway. The bank employee said I was the second person to come into see her in the last few months with the same problem. The other person did not have an IBAN number though which made it impossible.

Glad it worked out. I knew about the IBAN thing, but not that the transfer had to be done during the receiving bank's hours.
