I know that Rick isn't too keen on the FRS Ferry, 1 day, tour of Tangiers. I've traveled throughout the Middle East, North Africa and agree that one day isn't enough to see a city/country. However, the one day packaged tour (sold through FRS Ferry-online or in their offices) is worth it if you don't have several days. Also, the price for the 1-day tour is cheaper than just the roundtrip ferry ride. We joined (teen and myself) and were pleasently surprised. First, if you just take the ferry over/return, to Tangier, you spend most of your day in the souk/market. After a while you've seen the winding streets, and store after store of the same leather, metal, spice goods being sold.
With the tour, the bus took us through the different neighborhoods (including the Presidental palace, Arab princes' homes), to a light house/ocean overlook, to the Hercules Caves which have an opening to the sea. To a place where (my daughter loved this) you can take photos of camels and ride them for a short distance. Back to Tangier for a traditional Moroccan lunch (you'd have to be a very finicky eater not to eat soup, chicken kabobs, couscous, honey dessert), then walking tour of the souk, palace museum and history of sections of the souk. Then 45 min of free time to shop, take photos, etc. Well worth the 60Euro/pp if you'd rather do more than spend 4-8 hours walking around the souk.
