Will be out of US starting in Oct 16, will not be in Europe till Feb 17, is it possible to buy a BRP while in France in April, if so where or how. Thanks

You probably would be better served to move your question to
Destination Q&A - England and delete it from this section that is used for Trip Reports. And delete the second question since double questions rarely get double answers.

BritRail passes are not sold in Europe and can only be purchased up to 6 months in advance of the date you plan to activate the pass. One exception is that Scotland-only passes are sold in Scotland.
