March is generally still a bit cool in the Mediterranean and the chance of rain or showers is high. If the weather is nice and sunny, you might still be able to go to the beach and even wear just a bathing suit or a t-shirt during the warmer hours of the day, but I wouldn't recommend getting in the water, unless you are into the Finnish habit of jumping into freezing water after a sauna. The Canary islands are more to the south and likely warmer, but the Atlantic waters are notoriously cold compared to the Mediterranean, so the same advice above applies.

Our family swam in the Mediterranean in June from Sorrento - the water was ICY COLD! It was like the coldest mountain stream I've ever felt. I would think March just might send you into hypothermia :-)

WE're warmer and farther south than Europe, but the Med here is still pretty cold in March. You can enjoy walking along the beaches, possibly sunbathing, but forget the water.

The warmest, driest part of Europe is Andalusia. I have the impression that March is one of the rainiest months in southern Europe. You could have 2 weeks of dry, balmy days or you could have a number of drizzly, grey days. Generally, Portugal (not the Algarve), Spain and southern Italy will be warmest and driest. Take into account that Holy Week this year is March 20-27 and there will be crowds in many places.
