which is a good home base for 2 days 2 nights

arriving brussels june 24 at 9 am and planning to go amsterdam june 26. which will be good home base brussels, bruges or antwerp for 2 2 days?
which will also be a good home base while in amsterdam for 3 days? is haarlem ok or stay in amsterdam?

any of those will do nicely, for different things. I don't understand about the 22 days though.
