Our Vueling flights from Mallorca to Barcelona , Apr 7, and return , Apr,9, have been cancelled. There were 3 tickets bought for entire family in each direction. Vueling has offered me a voucher valid until Dec 31, 2020. This voucher is worthless to me since I have no plans to visit Europe for the remainder of the year. I was under the impression that cancelled flights in Europe have to be refunded. Am I mistaken in this belief? Or am I misreading the email? Following the instruction provided in the email from Vueling , I had been calling 5 times within last two months, in vain efforts to request cash instead of flight credits, wasting by the time 20 euro on landline phone bills, while hanging on the line listening to the infinite narrative record pouring from the answering machine, but each time it hung up with no operator reachable. Can i eventually hand over a cash-out request somehow ? Can i see a cash back to my credit card for the services not been actually rendered?

Yes, they have to give you back your money, keep trying.
Also, if you buy a ticket from a low cost airline you can expect crappy customer service.
i can't make it to the operator, they just don't pick up, each call ends up with the phrase " all operators are busy at the moment" and momentarily hangup, no even putting on hold , no long beeps or music playing , whatever it is when you are normally put on hold.
just a thousand "we remind you"s , then "all busy", snap.

If you are spending Euro on your phone bills it sounds like you are in Europe already. Is that right?

Have you tried calling using Skype or other free or very inexpensive VOIP calling service?
If we knew where you are - at least what country - people may have ideas for inexpensive ways to contact them
